What
A one-of-a-kind, two-day training course focused on expanding the Federal Aviation Administration (FAA) regulatory affairs knowledge for air carrier and repair station personnel.
This highly interactive Regulatory Affairs Training Course will ensure that your personnel are knowledgeable of:
- FAA Flight Standards organization and function of different departments.
- FAA CMO organization, duties, and responsibilities. The functions of FAA CMO positions such as Principal Inspectors, Partial Program Managers, and Assistant Managers.
- Inspection programs and inspector criteria, i.e., surveillance, investigation, complaints, incidents, etc.
- Inspector methods and how to address them.
- Inspector authority and limits.
- Steps for establishing new relationship with the FAA CMO:
- Procedures for checking in and out at your facilities
- Inspector in briefing and out briefing
- Inspector access to facilities, equipment, records and personnel
- Inspector badges
- Actions and timeframe for implementing new operating procedures
- Data to collect
- Standardized reports
- Other line stations and facilities
- Introduction of new procedures to FAA CMO and anticipating FAA reaction.
- FAA investigation process and expected Company response.
- Research resources for FAA regulations, handbooks, policy letters, etc.
- What to look for in an internal investigation as a result of an FAA Letter of Investigation (LOI) and how to respond to an FAA LOI using actual ongoing cases.
- When and how to tell the FAA that you disagree with allegations and how to respond accordingly.
- Procedure (when and how) for elevating an issue to higher authority.
Participants will receive a USB drive of course reference material, FAA resources and a JDA-developed regulatory affairs SOP manual. Upon completion, a personalized Certificate of Regulatory Affairs Training will be supplied.

Who Should Attend?
Any operator representative that interfaces with the FAA; if you communicate, meet or do business with inspectors or other FAA officials, or are involved in the LOC & LOI process, you should not miss this course. If your job does not involve communication with the FAA, but you are still required to follow and be well versed in FAA structure and regulation, you will benefit from this course. Class attendance is limited to 25.
Course Instructors
Johnny Pool - Johnny has 38 years of aviation experience in a career heavily involved in regulatory control and oversight. Johnny was the FAA Assistant Division Manager for Flight Standards Southwest Region, responsible for thirteen Flight Standards District Offices and the regional Branch Manager. He was also responsible for the oversight of Federal Aviation Regulation compliance and certification of several major airlines, repair facilities, and airmen.
Johnny assisted the Division Manager in the oversight of the International Field Office (IFO) at DFW International Airport, which had responsibility for regulatory oversight of all Mexican air carriers flying into the United States and for all U.S. certificated repair stations in Mexico. He served as the FAA Office Manager for the AMR Certificate Management Office (CMO) and the Continental Airlines CMO. Johnny was the Principal Avionics Inspector for Continental Airlines; Continental Express and several smaller air carriers.
Mike Colin - Mike retired in 2008 after a 37-year federal career that included 8 years of military service (USAF/AFRES) in aviation maintenance and 29 years of public service with the FAA. His most recent FAA assignments included 11 years as a Supervisory Principal Aviation (Airworthiness) Safety Inspector (PAI) working with PMI's and POI's and overseeing the activities of teams of avionics safety inspectors and partial program managers (PPM's.) He routinely directed the certification, surveillance and investigation activities of these PPM's and regularly communicated in person and in writing with the Regulatory Affairs (RA) departments and senior executives of two major Airlines in the Southwest Region.

What to Bring
Due to the on-line interactive nature of the course, participants are required to bring a laptop computer with WiFi capabilities. All course materials will be supplied by JDA.

Transportation
The Washington DC metro area has three airports which serve the community.
Reagan National Airport - approx. 45mins by rail, 30mins by car
The closest and most convenient option, National is the only airport served by Metro rail. If flying to National, you can opt for a cab or rental car, or take the Yellow Line Metro train towards Fort Totten, and transfer at Gallery Place/Chinatown. Then take the Red Line towards Shady Grove, and exit at the Bethesda station.
Dulles International Airport - approx. 1hr15mins by rail, 30mins by car
For transportation from Dulles, either take a cab (or rent a car), or take the Washington Flyer Shuttle to the Falls Church Metro Station. Then board the Orange Line train to New Carrolton. Change at Metro Center, and board the Red Line train to Shady Grove, getting off at Bethesda.
BWI International Airport - approx. 1hr45mins by rail, 45mins by car
If not opting to take a cab or rental car, a shuttle is provided to the BWI MARC train station. Take the train to Union Station in Washington, DC, then change to the Red Line on the Metro, heading towards Shady Grove. Exit at the Bethesda stop. For details on MARC trains, click here.
When riding the Metro, exit up both escalators and onto the sidewalk. You'll be on the corner of Old Georgetown Rd and Wisconsin Ave. If seeking the Bethesda court Hotel, cross the street and head left on Wisconsin 0.3 miles. If heading towards AOTA building, turn right down Wisconsin, then walk 400 ft and make a right onto Montgomery Lane. To customize your Metro ride and estimate times, click here.
If Staying at the Bethesda Court Hotel
Complimentary limo service is offered by the hotel on a first come first serve basis, for all destinations within a two mile radius of the hotel. If choosing to utilize this service, please tell the driver to head to the AOTA building on Montgomery Lane.
If choosing to walk, exit the hotel onto Wisconsin Avenue. Head right towards downtown Bethesda and continue for 0.3 miles, making a right on Montgomery Lane (the Post Office will be on your right). Cross the street at the immediate intersection. Our office is located in the AOTA building on the corner of Montgomery and East Lane. Please enter the building and take the elevator to the 5th floor.
