Safety Management System (SMS):
Aviation safety programs have traditionally been structured around reactive analysis and investigations of mishaps and events. Today's extremely low accident rate necessitates a proactive approach to improving the level of aviation safety. On top of that, decreasing resources are forcing everyone to take a fresh look at strategies that bring safety efforts into the business framework of aviation operations. The proactive approach to managing safety is a systematic and comprehensive process for the proactive management of safety risks that integrates the management of operations and technical systems with financial and human resource, otherwise known as Safety Management System (SMS). With ICAO SMS requirements already mandated and a FAA SMS rule looming, SMS is no longer an option.
JDA's SMS program includes in depth planning, safety policy and documentation, safety risk management, safety assurance and promotion. Overarching in the JDA SMS program are three key components; resulting in a standalone system that is simple in its delivery and use.
- Organization Relations and Management
- Human Element and Safety Culture and,
- Technical and Operations Processes and Procedures
JDA and its partner, Northwest Data Solutions, have formed the "SMS Partners" and offer SMS Pro™ as part of its total SMS implementation program. A quality SMS requires data collection and management tools and SMS Pro™ is a web-based software application that makes SMS manageable. Users can securely access the application from anywhere in the world where the Internet is available. More details on SMS Pro™ may also be found at the SMS Partners Website www.aviation-sms.com.
Our safety experts work with you to design the best safety program for your organization and the special needs of the Part 91, 121, 129, 135, 139, 142 and 145 programs.
Safety Management System (SMS) Manual
Safety, like all core business functions such as operations, maintenance, finance, and human resources-- requires documented procedures and programs. These programs ensure regulatory compliance and maximum standardization, efficiency, and productivity.
An SMS integrates safety-related policies, processes and procedures to achieve safety assurance through the collection and analysis of safety data, mitigating risk, and promoting a vibrant safety culture. This is achieved in part through an SMS Manual that documents the policies, procedures and responsibilities.
An SMS manual should be organized by the four SMS "pillars or components: Safety Policy, Safety Rick Management, Safety Assurance, and Safety Promotion.
JDA is a MITRE Aviation Institute licensed training organization, qualified to provide SMS manuals, SMS implementation assistance, and training support for air carrier operators, corporate flight departments, airport, air traffic control providers, maintenance repair organizations, and aviation authorities. If you are in the aviation industry, JDA has the expertise to help you develop a customized SMS manual that fits the size and complexity of your organization.
Fleet Additions:
To add a new aircraft type to an air carrier operation the certificate holder must fulfill specific FAA requirements. JDA's new aircraft process is a conforming version of the FAA Certification Process Document (CPD) that facilitates this procedure. Our program includes:
- FAA compliance
- Creating or revising manuals
- Required training
- Demonstration programs
Air Transportation Oversight System (ATOS) Audits:
JDA's ATOS Planning Service (APS™) experts will review your procedures and programs in a well-planned, phased and cost-effective method and identify and recommend revisions so that your manuals align with the ATOS process. JDA's APS™ consists of four stages: Planning, Assessment, Development and Quality Audit.
ATOS implements FAA policy by providing safety controls of organizations and individuals subject to FAA regulations. The FAA uses ATOS to assess compliance using six safety attributes. Under ATOS, the FAA has three responsibilities:
- Verify that an air carrier's operating systems comply with regulations and safety standards before accepting an air carrier certificate and before approving or accepting air carrier programs.
- Re-verify that an air carrier continues to meet regulatory requirements when changes occur by conducting periodic reviews: and
- Continually validate performance of an air carrier's approved and accepted programs to ensure continued operational safety.
Operations and Safety Audits:
Audits both benchmark your current operation and provide a blueprint for continued regulatory compliance. JDA's aviation specialists perform confidential audits for:
- Operational control compliance
- Aircraft airworthiness
- Flight operations
- Safety management and training
We will develop and revise your manual suite to meet the unique requirements of your operation. Our proprietary CertAssure™ program integrates and links computer-based manuals for unmatched accuracy and interface with your documents and regulatory requirements. We also provide the training needed to implement the revised procedures and programs company-wide.
Virtual Safety Office:
Need a complete safety organization-but don't have the infrastructure or resources? JDA's Virtual Safety Office is an outsourced program for corporate flight departments, small regional and charter operators, and repair stations. We support your safety office and Director of Safety by:
- Collecting and analyzing company flight and ground safety data
- Crafting specific responses
- Developing preventative solutions in response to trends
- Supporting you during FAA inquiries and investigations
Human Error Management:
Three out of every four accidents are caused by human error. People are the most flexible, adaptable and valuable part of the aviation system but they are also the most vulnerable. Pilot error and mechanic error indicate where a breakdown occurs. But it provides no reason as to why.
JDA focuses on uncovering why! Our human error management experts work toward three goals.
- Minimize occurrence of errors through competence, design controls, and proper procedures.
- Reduce the consequences of errors that do occur.
- Ensure that human error management is a key component of your SMS.
Our approach is geared toward pilots, mechanics, flight attendants, ground service personnel and dispatchers. We examine the stress points that commonly trigger a breakdown in performance:
- Decision-making
- Design of displays and controls
- Comprehension of written instruction
- Communications
- Software
- Manuals and procedures
- Checklists
- System procedures
JDA experts can help your company in 4 areas:
- Plan, review, prioritize, coordinate, generate and update human error management programs.
- Develop and institutionalize procedures that systematically incorporate human error considerations.
- Establish and maintain the organizational infrastructure needed to provide human error management expertise to company programs.
- Through our proprietary safety culture and safety climate assessment process JDA ensures that your organization will be base lined for a SMS implementation.
